Report: Number of jobless to remain high
HONOLULU - The labor outlook for Maui County remains grim, especially in the construction sector, but a robust growth in tourism may help turn a corner as the recovery slowly takes hold, University of Hawaii economists said today.
"We expect the pace of recovery to pick up this year," said the University of Hawaii Economic Research Organization's "Uneven Recovery Continues" report released today.
Statewide, Oahu seems to be doing better than the Neighbor Islands in employment, housing prices and construction, though the March 11 earthquake/tsunami has dampened tourism numbers from Japan.
While Oahu's construction sector is benefiting from the rail transit project, building remains weak on the Neighbor Islands.
For Maui County, a major weight on its recovery is the lack of new jobs. Although the county jobless rate fell from 8.8 percent in early 2010 to 8 percent in December, the declines were the result of a shrinking labor force, not new jobs, the report said. Using the same labor-force numbers from the previous year, the rate would have topped 10 percent.
The report projects an aggregate job growth of 1.8 percent this year, "firming just a bit over the following two years." Still, the pace of job creation will not significantly improve the labor market in the near term.
"Clearly, the number of Maui jobless will remain high for several years at least," the report said.
The job growth that is expected to occur this year will be led by the accommodations and food sector, which is projected to add 3.2 percent more jobs this year, and the transportation and utilities sector that will be rebuilding from extensive job shedding during the economic downturn, the report said.
A bright spot in the report, and an expected generator of jobs, is tourism. Last year, the number of visitor arrivals to Maui grew by 200,000 for a total topping 2.1 million visitors. And they are staying longer; the 8.12-day average length of stay is the highest level since data have been collected beginning in 2000.
Much of the growth came on the strength of the increased number of airline seats to Kahului. Domestic scheduled seats to Kahului from western U.S. airports in 2010 rose 17 percent from the previous year to 210,000 seats last year, and Canadian international flights to Kahului increased 34 percent.
The economists predicted overall arrivals to Maui County would grow nearly 6 percent this year - putting arrivals within 11 percent of the 2007 peak. The hotel occupancy rate, which averaged 68 percent last year, is projected to rise to 73 percent this year and more than 75 percent in 2012.
